A white woman in her late thirties, Joan "Littlebear" Whitney is somewhat special even by Moose's standards. From a privileged bourgeois background, she adopted the name "Littlebear" (though she didn't hyphenate "Littlebear-Whitney" because that would be pretentious).
Outspoken, political and unnervingly frank, she hosts "Me and My Beaver" with a very rude sock puppet that seems to have a life of its own. Joan's (and the Beaver's) mission is to bring down Mayor Keeshig by exposing his corruption. Joan does, on occasion, seem to think the Beaver goes too far but becomes increasingly powerless to stop him.
Is the Beaver just a manifestation of Joan's out of control id, or has he taken on a life of his own?
